It depends on where and in what conditions you are DWing. But I carry a waterproof phone and a PLB if I'm going far offshore. A PLB might be overkill if you were DWing on a small inland lake or river etc. It depends. An energy source is a good idea as well, eg gel or bar, and hydration is important too.

A leg rope that is securely attached is the bare minimum. Always let someone know when and where you're going

there was an awesome thread on this subject last year I think, maybe a good time to search it up and re-vitalise it. was really thorough right down to back pack contents and wearing high vis tops

However you carry it:

PFD
Leash
Hydration
Some food (I carry a couple of energy gels and/or a bar product)
Phone in waterproof case (with a full charge)

And make sure you:

Have adequate fitness
Aren't alone (especially if inexperienced) or if going solo make sure someone knows where you're going from, where you expect to finish, and your ETA.
Dress for the conditions (especially in cold waters - better to be a bit too warm than to be cold)

Good tips there Stu..

I think paddling a yellow board adds even more safety..
