I understand the new vatican wave pool will be open by then. Talking to a few mates of the Pope they told me it will be open to the public, but its expected to be pretty busy for the morning session when the Pontiff does his fitness training and catches a few barrels.
The Tiber can offer a good run down to the ancient port of Ostia but don't do it after a lot of rain as it can turn into a bit of a sewer.
Hope this helps.

November / December are the best months in these waters.
I never surfed around Rome, but I guess you will find mostly short period waves, due to the short fetch (Corsica and Sardinia are blocking the quality swells coming from spain).
I heard it is quite crowded and water quality is bad near the city, I guess you should try to move away from it as much as possible.

A good wave forecast site is: www.ilmeteo.it/portale/node/68/-10
