PNG has good control on it's surfing you pay a fee to surf there , it's not a place you can just rock up and surf , the money goes to the villagers of the area you surf. They have strict numbers on the amount of people they let in , so over crowding is not an issue.
Re the anchor issue that has always been a problem , here is Aus at place like Butterfly Bay at Hayman Island they have mooring bouys , if one isn't free you can't drop the pick a pretty simple solution . Small boat anchors aren't so bad it's the big boats when they get hooked up they just put down the throttle and break the whole coral head off
