Roughly Every 1kg = approx 0.028 km/ h up to about 9.5 to 9.7 km/h. 

So I'm 85 kg plus dog 25 kg and do a standard 5km race and it takes 37 min that 5/37=.135* 60= 8.1km/ h

If I lose the dog ie back to 85 kg and do same course it takes 34 minutes that's 5/34=.147* 60=8.8 km/ h

That a difference of 0.7 km/ h over 25 kg= 0.028km/h  per 1 kg
Roughly Every 1kg = approx 0.028 km/ h up to about 9.5 to 9.7 km/h.
 
So if I  where 110 kg and  loose 12 kg to  97 kg  then it 12 kg x 0.028 km/ h =
0.336 km/h and say your standard speed at 110 kg was 8.1 km/ h then your average speed will increase to 8.436 km/ h 
Therefore you will finish the 5 km course in 35:562 not 37minutes as before.

Of course there are other ways of losing weight . Some boards are 17 kg others 10kg. For me I lost weight firstly with a new board purchase (easy to use a MasterCard) now it's time to drop a few kilos!

Ps my maths may be way off so please rubbish me or do some time runs with various weights  and post your outcomes.

I would say weight has an impact for sure (does in almost every sport / exercise) but the dog is dead weight and may have more of an impact than if you were 25 kg heavier because proportionately you should also be a little stronger to manage the extra weight?

Muscle is about twice as heavy as fat ........ if you put on weight because you've turned fat into muscle how much faster or slower will you go?
Let's see you do the maths on that one.

+ performance enhancing supplements.

On a serious note, it really comes down to strength to weight ratio as one factor + cardio endurance imo.
