Not sure about this one mate... In NSW clubbies have no jurisdiction to fine you.. unless they are an HBI (honourary beach inspector)... Council lifeguards and traffic wardens however have all the power in the world to fine you...
Maybe the markers mean something.. like no boards/craft in this area... not sure why but that could be the reason...
the clubby about the parking fee was probably just a piece of friendly advice... i know i do it (im an hbi here at dy)... if i see people that arent from around the area.. i always tell them to watch out as the traffic wardens are notorious...
Its more about PR than anything as a clubby and lifeguard... yeah they can fine you but they wont unless your a complete DH!! ive actually fined a traffic warden for parking in the wrong spot... was hilarious!!


Im sure they're not out to get you mate but just to make sure your doing the right thing and helping you to stay out of trouble...
thats my two cents anyway.. im happy to be told otherwise.
