I will bite. I read the other post as well in the general section.
Are there signs up in Safety Bay now to divide windsurfing and kitesurfing in the pond?
I suspect that the idea behind this was that the pond gets very congested and having learners drop kites in this area makes it difficult for kiters and windsurfers.
The area further out has been used for years as a place for kiters to learn and IMO is a better place for this and safer than close to shore/power lines.
I know it may seem like a better place to learn to kite, but if you get a lot of people watching their kite and not around them, and doing very short runs, it makes it more congested than it needs to be.
I don't support localism, as I'm not a local either, but as a regular visitor, I would say dividing the groups would make it much more fun, and that's what we all want. It sounds like someone was just trying to get you to kite in the best place.
