Naked sheilas is what will keep people coming back.
Seriously: it depends what you want to peddle, what you do. Your site should be a "push" (pushing ideas, selling something, promoting, etc.), not a "pull" (bending to whatever will get people on board). The latter type is reserved for purely commercial sites bent on getting advertising revenues, hence the scantily clad women.
There are sites on freestyle, wave sailing, long boards, personal sites/blogs, racing, Aussie state orgs, and so on. Those promote people - usually the author - or ideas.
Hope this helps (???).

What you need to do is start interviewing windsurfers and turn them into personalities. This would be similar to what Freesail and Sailboard Xtra used to do. Get blokes and chicks who know how to stand up on a windsurfer and interview them. People like seeing and reading about other people doing the same activities they like. Try writing articles and taking photos on favourite places to go windsurfing. Writeups of days sailing plus GPS tracks would be interesting.
Also having a photo gallery of kiters being idiots would be sure to pull in punters
