I have done a few things for the local newspaper - local cricket mainly.
They are very easy to deal with, but it helps to have an inside contact.
Sometimes the content they carry can be "Average" - to put it politely.
This is because they are predominantly a provider of advertising space, and claim to have NO budget for the purchase of content.
I suggest this is common to most of the LOCAL small run weekly print publications, and is certainly the case with "Ruralpress".
As a general rule they will only print images if accompianed by some form of editorial.
Local clubs and associations usually get a fair go, but as I mentioned - contacts help.
I offered a selection of images with a limited use license that restricts image use to a specific publication and requires "Acknowledgment". I suggested that they might like to use them to illustrate the windy weather. Placement in the paper is an Editorial Decision - and I wasn't advised that it was going to be used on the front page.
