I wouldnt bother going to Coral Bay for windsurfing any time, but especially July. Bit like going to Paris and eating at McDonalds.
Its unlikely to be windy and if it is itll prob be offshore.
Beautiful spot, loads of stuff for kids and adults to do-fishing snorkelling 4wd diving etc.
Go fishing (beach or charter), try Bushy's Seaforce Charters for a good day and a feed to take home.
Exmouth itself is a s++thole, sandy dry and hot, and you need to start your car to do anything.
Good windsurfing/surfing on the west side though from lighthouse south. But still why would you bother taking sailing gear all the way up there in the off season?
Snorkelling is the main objective of course.

Because it is really hard for an addict to look at all that beautiful ocean without wanting to go for a sail on it, especially if there is some wind. You all know what I mean!
I don't want a repeat of my experience at Green Island last year where I had to sit on the beach and enviously watch a couple of locals blast up and down in 30 knots because I had no gear. The snorkelling was great, but snorkelling + windsurfing would have been perfect!
Anyway it sounds like good sailing wind at Coral Bay in July is unlikely so probably best to leave the windsurfing gear home and take the kayak instead.
