Think this goes for most wave spots.
A few years ago I noticed a lady standing on the beach, carefully studying the break, in her wetsuit. I thought that's good she's sussing out what's going on.
Wrong! she then came out, rode and back in thru the impact zone, ignoring the waves altogether, then gybed and rode back out, right thru the 1st peak. and kept doing it, even thou everybody was weaving around her as they dropped in. Not sure what she thought she was doing, couldn't jump, not enough distance to get up to speed, wonder she didn't get really clobbered.
The other annoying thing about people doing this, is you give way to them on the set wave, and they just ignore it, you get the smaller wave behind, and then have to weave around them as they come back out.
And while I'm at it, don't give way to snakers, it only encourages them!
If it seems safe and the right of way is a bit doubtful I sometimes do a cross over, and let them go in front.
