I think I have it worked out now.
Is it the winner of each group in round one goes straight into round three, and the others are regrouped into threes and compete in round two. The winner of each group in round two is added to those already in round three, and the winner of each group in round three goes into the final?

This year we tried a new system to get everyone at least two heats.
Lets just say the system in complicated but worked. The rough plan was:
- Everyone sails round 1 (3 high sailor compete against each other and 3 low sailors compete against each other. High/lower relates to where your coloured streamer goes mast tip or boom end) and winners go to round 3.
- Round 2 is a second chance round (T2A = third in heat 2A. S1A = second heat 1A etc etc)
- the variances from there are due to how many people are in a division
End result was 49 sailors got to sail 2 heats and we got finished by about 6:15pm so it all seemed to work. 6 sailors on the water was ok at Main Break not sure it would work at all locations.
