I have just received a new board. Published weight 5kg, my scales 6.3kg, the box actually says 6.1kg. So that's well over 20% heavier which is unacceptable. The shop (online watersports shop) is dealing with it and is talking to the manufacturer as I've said I don't want it.

Have many people had this before? I've always weighed new boards but never had such a big discrepancy.

I've seen small print say 'excludes footpads'. FFS.

are you sure your scales are correct if you are weighing bare board as weight on box will be the total weight of the package so includes cardboard, packing, straps etc.
if the bare board is 5kg I'd expect total weight of package to be around 6.1

Of course I weight all my new boards. With a kitchen scale precise to the gram :-)

As received, for checking if it is within the manufacturer specs (+-5% in general), but very importantly, also each time I add something: hexatraction, fins, rail savers.... The idea is to have a reference weight to be able to check for leaks without having to remove the pads :-)I love light boards, but realistically, my heavier boards were more ding resistant.

if a new board is heavier than normal, I ask for a rebate, as a compensation to have to resell it earlier.PS: as patronus said, check if the stated weights were with or without the pads.

The board was 6.3kg on the kitchen scales and the box indicated the board was 6.1kg. It also showed a gross weight for board and packaging.

In answer to above, for me a light board weight is massively important. I'd rather try and look after a board and repair it if necessary rather than buy a heavy tank. This missed the point though, advertised as a light board and in fact it's not, it's 20% over and is an average weight board. Had this been published I wouldn't have purchased it.

My fanatic 95 is 5'4 and feels heavy...It said 6.9kg on the box which I think is correct (I don't have digital scales but old analogue one suggested around 6.7)

Id love a lighter board ....I'm no jumper so don't think strength is a over bearing priority. But I think for light you need to not go production ie local custom
