That's pretty much it.
The rules are set up based on long experience and previous problems with various owners over the years and unfortunately, pets of any description are a major part of these problems.
If it was legal, children would be included too.

If an exception is made for you because you say your dog never has fleas and never makes a noise and doesn't dig in the garden and doesn't drop big steaming darkies on the lawn, then the rules go out the window for everyone and it ends up that anyone can keep anything.
The other problem is that dogs chosen for unit life are usually the small yapping variety that like to sit behind the front window and bark their silly heads off at anything that moves anywhere on the complex, mostly when the owner is not home.
It's one of the big downsides to living in a strata development of any sort.
You are highly unlikely to get anywhere with this one.
The rules were there when you bought in so you either accept them and buy or you don't accept them and buy elsewhere.
If you make a big fuss about this you will almost certainly lose and end up living amongst a whole lot of people you have now rubbed up the wrong way.
Same in the unlikely event that you win, only more so.
