I read your issues with interest and find myself needing to give my 2 bobs (20cents) worth.... Out of this negative you guys are perfectly positioned to set an example that the rest of ozz can follow. Years ago, boating and fishing clubs had the same problem with rescue of novices and beginners - their solution...volunteer Coast Guard and Volunteer Marine Rescue. Local clubs linked to a larger association(SES). These clubs e.g. Caloundra Coast Guard are made up of locals with local knowledge who teach,
advise, rescue and act as a central communication point for all things boating(Dad's Navy). Maybe local kiters through the association can start something along these lines and seek the support of local business and Government(who you have already said are using kiting as an attraction) to gain funds. You will never stop egos from going too far and if kiters don't perform their own self rescue of their sport the authorities will...but not the way that you want...most likely (ah-la jetskis)PFD2 life jackets or licsences or stupid rules /permits. I am an old fart who is not prepared to grow old and thus I have started kiting....at Brighton (Qld) where I can walk home....but even there I see kiters tempting a less understanding public to have a winge. RESPECT, ADVISE, and HELP all kiters pro to beginner. Public image is everything.
