Yes and No. Some countries are banned as all they do is spam. I guess with our dollar being so low, there may be more OS interest.
All foreign listings are checked as best we can. For example, Indo is famous for ordering lots of stuff from the shop using false credit cards ,and yet there are often Aussies in Indo with nothing to do, and put stuff up for sale in readiness for when they return to Aus! These we let through.
When dealing with some sellers you may get a warning they are overseas, and again, this may be because they're travelling or using a work internet thing which goes through another country (go figure).
As usual, when buying online, there is an element of risk, and you need to assess that before sending your funds. People are afraid of talking on the phone these days, but it still works as a pretty good way to assess a seller.
