People involved in the attempt to organise "Race To Rottnest" in 2006 might know more? That race never happened in the end, for those who came in late, I believe it was blocked by the port authority, so you can imagine that this permission didn't come easily.
I did find this on the Fremantle Ports website, which says "Kayaks, windsurfers, jetskis, waveskis or any other personal watercraft should avoid the marked channels and should also be aware of the safety equipment requirements, which restrict these watercraft to inshore waters."

This plan would be tailored to the registered participants, who will all receive a briefing on it as part of the race briefing. The support boat fleet will be managed for the 50+10 participants, and any extra people out there who may require assistance from the fleet will be diverting it from the purpose it is out there to serve.
