africa...wtf...? please tell you mean in terms of their own kiting communities, because thats a pretty long bow you are drawing there if you mean politically, and one well and truly off the mark.
Africa has some of the worst example of dictatorships, genocide, etc. I was simply referring to the fact that self regulation doesn't always work. If it did, we wouldn't have requirements for the UN. Nothing low in that blow, its reality, I'm from Africa, I've seen it.
Much the same as self regulation doesn't always work in Australia in many respects, take drink driving as a good example. We make the assumption that everyone is responsible, and yet, so often we are reminded that about 10% of the population are not capable of self regulating and that is why we have to have drink driving laws with people regulating them. People make the mistake of assuming that just because they are responsible enough to not ride through a crowd of kids in the water that everyone else will, assumption is the mother of all *#% ups.
You can say the comparisons are complete off, but its not that different.
