It would be good to understand what are the problems your having with the inboard.
If the inboard isnt viable, its a no-brainer going to an OB on the transom.
Reinforce the transom from the inside, and getting a good OB bracket, like the Tenob, would be perfectly fine for calm waters, likely even just a long shaft would suffice.
I've been impressed with the 2-stroke 9.8hp, considerably lighter than a 4-stroke, weight is a big consideration with the OB off the transom.
Pair the OB with a hi-thrust 4 blade prop, and it should serve you well.
