In 20 knot average as short as 7k fetch can be fun.
In 15 knots i feel you need 15k of fetch.
In 12 knots i feel you need at least 20k maybe 30k of fetch.
In 10 knots you need big ocean fetch and plenty of skill but can be really fun.
I feel like in 20 to 30k of fetch with 20 knots will be all time fun. More than this in the ocean becomes less about surfing and more about pointing it.
Great bumps can look like nothing to the untrained eye from the shore.
What do you mean by a 15K fetch? Does that mean that the body of water has to be 15km wide/long?
