I can swim, except maybe in a bar situation or at night in bad weather. I only wear a pfd crossing a bar and when on watch at night.
Wearing one in a tender is a PITA and there is almost no situation where I couldn't swim to the boat or to shore.
Governments making laws for only the lowest common denominator, like forcing everybody to wear a pfd in a tender, is just dumbing down the population.
