3 months kiting in the best spot in the world

I'm planning to take a break from reality from July to September this year.

I'd like to find a great kiting spot somewhere in the world where I could live for three months, kite, take some language classes and recharge.

Specifically I'm looking for a few things
- Great flat water spot for me to build my skills
- Consistent wind in the period July-Sep
- Hopefully somewhere that speaks Spanish and where I could take some language classes
- Reasonably cheap (so probably a developing nation)
- Wouldn't mind some nearby surf as well :)

I'm imagining there must be a perfect spot somewhere in Latin/South America. I thought I'd call on the collective wisdom of the Seabreeze crew for some advice.

Everywhere in the N hemisphere that's known for windsurfing/kiting will be good that time of year. Spanish-speaking places...
Start at Tarifa or Cabarete. If they're too crowded/developed for your taste you can easily move on.

Cabarete has warmer water and a nearby surf break. If you stay at Ali's surf camp there's a language school across the road. There are heaps of holiday homes you can rent, since the Dominican Republic permits foreigners to own real estate.
