The water off Chile is usually cold all the way from S>N, so go as far north as you can like
Iquique.
But to be honest I wouldn't bother anywhere in Chile this time of year... it's really cold south of Valparaiso, and flat calm and cool north of it.
Even Peru's calm this time of year... Ecuador has some OK spots.I've got some friends Paragliding in Iquique right now...
I can email them and ask what the surfs like.Surf looks great! No wind though.
