How about a law where if the police find you in a place at dawn they can make you pick litter for 30 minutes?
If it's clean, then they'll have nothing to make you do.
If it's dirty, then either you're picking up your own **** (literally) which you should do or you're picking up someone else's and by way of doing it, you're paying for your night...
