Assume pic is not inverted. Motorway driving on the left. (Uk or related). Tower - looks slightly like a folly or look-out - oldish = europe Buildings in middle - tower on church = Norman style - Manor type buildings - all oldish. Geology would put it more in mid-wales / England border. Assume river = Severn
So the guess is Gloustershire (border of England Wales) or few hundred kms further north going towards peak district.
Would have to use Google earth to review & currently that is AWOL due to conversion s/w running in background (- joke - why do companies clain their s/w can run in background when nothing much is left for the foreground P____ me off!!)
I would agree with you in all that except maybe road there is 2 lane, M4, M5 and M50 are all three lane. So I would discount South Wales Severne, like you say further north, up past Gloucester.
Or what about the Tamar or Fowey in cornwall ? That tower looks like old tin mine tower.
Lot of poly tunnels in the back ground. Not many rivers that size in the UK, but left hand drive and typically southwest UK / Welsh looking to me.
The gorse is in bloom, and there is an inversion in the atmosphere - so I would give it June to August.
