Swimsuit with some sort of lower back heating

Hi guys,
My father, a huge ocean fan, is no longer able to get in the water. Any water, less than 32 degrees is causing him 2-3 days of terrible lower back pain.
He had 2 surgeries already for herniated disks.

He is fine if he doesn't get in the water, but I was just wondering if there is a wetsuit that would have some sort of heating device to keep him warm, especially his lower back.
