It says that even just one patient in a supposedly contained environment can still pass on the disease to another person.
There are always failures to adhere to protocols so it can't be said that the failure in this case is an unusual never to be repeated event.
In fact just the opposite.
If there are failures at this early stage when the situation is supposed to be contained and safe, what sort of every day failures will there be when there are more prospective patients and they are walking the streets undiagnosed.
Keep in mind that in america, health care and sickness benefits do not cover everyone.
There is a big proportion of people who, if they report in sick with possible ebola, will be totally unsupported by anyone.
There are also a big number of non citizens, who have jumped a border somewhere,.. illegally.
They will not be in a big hurry to check in sick, so will not be diagnosed until they fall over dead.
By then, the cat will be well and truly 'out of the bag'.
