I am not a local but holiday up that way a lot. I mainly ride in the waves, but I have noticed some decent flat water on the inlet at currumbin, it looked better than the broadwater( chop city). There are always a few freestylers out when I have been there.
On the wind question I have always found that october/november is way more consistant for ne winds than dec/jan. Less tourists then too.
There is also a cable to hit in south brissie(1 hour drive) if windless.
Excellent advice bennie, ur spot on! Currumbin really works well in n or ne and preferably on an outgoing tide. There used to be a sweet little flat lagoon that formed on the northern beach side of the rock wall when the tide went out, but the sandbar has dissapeared.
I'm not sure about the fine for kiting the inlet? I have kited there for the last few years and did read about a fine somewhere on the internet.....but have never heard of it being enforced. I don't think ur allowed to swim in the river inlet, but people still do so..... It'll all be good 'til it gets out of control

Spot on about the cable park at Carbrook too...... if ur into wakestyle it has some pretty decent jumps and sh!t
