The video head used on the helmet, you can by a good quality one (at least 420 TV lines, the best choice will be 480 lines) in ebay for under 100 (it is amazing how the prices went down).
I've seen a bullet, Sharp camera for about 90 AUD.
Than you have to buy some 100 mm PVC pipe and the fittings (they will set you back another 50 or 60 bucks, a 12V rechargeable battery (Dick Smith electronics has a full range for very good prices), than some AV cable, the glue, silicone to seal the holes for the AV cable, and some adequate plastic piping with end caps to waterproof the video head.
From a Photographic accessories shop, buy a second hand neutral density filter (that will be the front cover for the helmet video head), than start to assemble all together like in the picture.
For simplicity, the large canister you can fit in a back pack (make sure you cut some holes for the water to flow freely out of the back pack), and here you go.
However, before putting your video camera in the canister and get in the water test the canister empty in the laundry sink.
It is a little bit of work and running around, but after than, when you watch the footage... believe me it is worthy.
