We are looking at running a Ben Wilson Accelerator wave camp in Vietnam in Dec 09 and has been given some good pics of the sites and conditions for wave riding.

I was in Mui Ne at the end of December 2007. Did not stay long but would have if i could. I really liked the place. I had 3 out of 5 good wind days with two absolutely nothing. With the three days the wind kicks in about 12.30 and you can kite to about five if i remember correctly roughly 20-25 knots. It gets dark pretty early in December. They did say the no wind days were unusual though.
No real surfable waves of note at Mui Ne when i was there. There were waves but they close out quickly. I saw maybe one person surfing.
The three days were good. I have been told wind is better in January and February but thats only from talking to people who have probably just lucked it in those months. No idea about surf.
From the photos the place you are going is not Mui Ne (Mui Ne is out the front of the resorts like Airwaves etc.) but proably somewhere nearby or close. I don't recognise it. Therefore you probably need someone who has been to this specific area (or who explored more) to give you good info regarding waves and wind.
Also beer good, accom relatively cheap (it goes from one extreme to the other)
