Looking around at some low cost options for a harness, found this one a 2011 Ion Torque but when I googled it, it said it was a windsurfing harness. Is it and how do I tell the difference?

Based on the handle / line on the back with sliding ring, I would say kite.

Difference between them is the hook.

A windsurfing hook is a 90 degree bend so that it will disengage the harness lines on the boom quickly. A kiting hook wraps around a bit further than 90 degrees to keep the chicken loop locked in. You can use a windsurfing harness for kiting, but typically not the other way around.

Pretty sure that is definitely a kiting harness....

generally correct but not just the hook, all my kite harnesses are more beefed up than any wind surf harnes I have owned.

That's a kite harness

new harnesses are about $200

You should try some on in a kite shop, hanging off their chicken loop.
not all harnesses are comfy for your shape. It's worth buying new.

A Good kite harness should include a hook knife .

That harness does at least have the ability to attach the chicken loop and the donkey dick.

Its an ion hummer 2012, from 2013 they featured double straps with an additional lower strap to keep the spreader bar locked to your hips, pretty popular with younger riders as they offered only medium levels of support.

I think after a very short session - the answer will be apparent, as will be the rope burns.
