I kited there last year, sick waves. I had no insurance and had no issues. Checkout peniche (not sure on spelling). It handles all wind directions and if no wind just surf Supertubes.

Just be careful if you're going to Lisbon.

Last time I went there, I parked my car right in city centre (daylight + lots of people in the street + nothing visible in the car = pretty safe I thought), came back 2 hours later and noticed many cars with broken windows in the same street...I started panicking as I left my gear in the boot.
I found my car with 3 windows smashed (rear and rear side!) and found all my kites completely unfolded in the car ! The guy literally unpacked 31m2 of kites (7+10+14m) on the back seats of the car, in the middle of a busy street and walk away without taking anything (probably thought it was camping stuff)...I went to the police station (2min from where I parked) and nobody was surprised, it happens all the time and their advise was: "if you don't have a Lisboa plate, don't park in the street!"

Anyway, if you plan to go to the capital, just remember this is not the safest place, might be agood idea to get an insurance

from my experience travel insurance companies all have a maximum per item amount usually less than 500 dollars some half that - i have always just taken the risk, finding no better option

there was a very long thread on flexifoil forums a few years back (now kitecrowd) with lots of people who had also tried to get insurance over the years and the only option that arose was that for an extra premium you could get it included on some house insurance policies - while traveling overseas as long as its secure . . . .eg: locked in a car boot

from memory the age of the kites affected the percentage of new price they paid out ....

that said some of these insurance companies when asked to contact their underwriter later admitted that there were water sports exclusions and that they would not actually cover the equipment

so if you are keen to do it look at home and contents insurance ask if they cover your kites while traveling overseas and most importantly get it in writing from them (specifics) but as you can guess, this can be pricey

I am currently on a trip to Europe and have brought all my kiting gear with me.

Chartis was the only travel insurance that I could find that was comprehensive enough to cover my kiting gear. It had no exclusions for water craft, I am covered whilst kiting and also through the Yachting Australia website link I have an added inclusion to cover me whilst competing in ISAF course racing events :)

Just checked the Chartis policy and it states,

Cover on items worth more than the limits shown (including
sporting equipment and cameras) can be arranged up to a
maximum $4,000 for any one item or set with a maximum of
$8,000 in total by paying an additional premium of 4% on the
Insured value of these specified items.
You must provide Us with receipts for purchase or valuations
(not more than twelve months old) in support of any claim that
may occur.
