Mate is Cathay Pilot learning to kitesurf, based in HK, wants to know globally where he could get good wind in April...any ideas?, too late for WA, to early for Maui, maybe thai land wa hin? would appreciate any suggestions.

hua hin is supposed to be good
no doubt its ez for him to get to bangkok, train to hua hin is cheap, clean, and only an hour or two.
season there is march (late?), april, may (early?)
pack at least a 14, more likely a 16-20.
