I have been to sri lanka but not when i was kiting. there are some fantastic beaches there which from memory looked ok to kite at although some would be a bit narrow for a launch.
ones that stand out - Merissa beach, hikaduwa (prob spelt wrong, this has a wave also)
I dont have info on wind but would assume its large enough to get a seabreeze in the hotter months.
if u can get inland too.. 'Candy' is nice and 'annarapura' also. hope it helps
