kite gets REALY slow, not good unless the wind is realy consistent and the rain is light..

crash it into the water then fly it it will be slimilar bit sluggish.

the bigger problem is that when it rains its usually either nuking or nothing.

I've been out in the rain heaps in Darwin, Sometimes in pretty heavy downpours.. As long as there isnt any lightning around its pretty safe. The rain makes the water go glassy flat (really smooth waves usually)which is pretty cool. I don't remember my kite flying too differently either, sure, a little slower but the wind sheds the water pretty constantly .

G'day, I've kited a bit in the rain out at Scarborough in winter westerlies and don't have a problem as long as its strong enough so its still moving fast. The only problem you can have if its grey and fully overcast, there becomes a static field or something similar that will give you electric shocks. Read the post by Corey from last year when we were kiting Woodies in a very strong squally rainey day. I witnessed the sparks and crackling Corey received. Can be dangerous but still won't stop me though!
