Hi Pete,
I applied for both the independent and the school insurance, Id check there liability amount, it came nowhere near what our local governing bodies needed to grant permits. From what I remember their maximum cover was for 1 or 2 million dollars where as we were required to have 20 million. In our case the insurance isn't worth the paper its written on and is void without permits.
Im afraid my best advice is to look elsewhere, unfortunately I found it to be just more IKO bull#$#%
Totally agree, don't waste your time with the IKO insurance, just another money making scheme to benefit IKO and do very little for the instructor. Their insurance is invalid here. All Australian councils that issue beach use permits require an Australian based (offices here) insurer and usually at least 10 million and often 20 million with them ("The Council") named in the policy as an "interested party".
Go through a local broker.
