Another way to deal with a strong gust is to turn sharply and run straight down wind. You will run under the kite a little and depower it - it only takes about 5-10 metres for the kite to depower and you will slow down, then when you feel in control you can cut sideways again. It won't work if you don't commit tho, make sure you turn nearly 90 degrees, don't just veer downwind a little or you will just power up. I use this one a lot if i'm riding toeside coz I can't edge as well, specially 'goofy' toeside.
Also I find that in strong winds you can either keep the kite low, like you are doing, or else try keeping it really high. I find if I keep it at about 11 or 1 o'clock when really overpowered and I can keep the board speed low and power upwind. You will feel really light on the board, can't dig the edge in anywhere near as well, but you don't need to coz it's not pulling sideways as much.
Option 3: Look around, if there's no obstacles or kiters within 100m (especially downwind) then SEND IT TO 12 AND FLY!!!!
