If I want to tack, I always have a quick look to check if someone is around, but I would think it is their responsibility to move cause they are the selfish ones sitting right on my a$$.

In my understanding, you give way to those who are upwind of you and on the same tack, that would be the person in front of you.

Ill try and explain this as best as possible;
At most places where civilized people kite there is some kind of circuit, like a race track. especially where there are definate choppy to flat water spots for doing tricks (example rock groynes). There should be a safe distance between riders so if someone crashes you can go around or shorten the circuit until that rider joins again.
A short tack is when a rider is coming towards you and instead of going under or over you (depending on if they are upwind or downwind) they change direction (tack) and end up in front of you. If the distance between you and the rider who has just changed direction is short enough to disrupt your riding towards the trick area or cuts you off so you must change speed or direction and or stops you from attempting your trick this is deemed a short tack.
Imagine you are driving down a road and a car is coming down the other side of the road towards you, instead of just going past you suddenly they swerve and change direction and end up in front of you.....this is a short tack.
When riding in these choppy to flat water spots its common for rude kiters to try and cut in or short tack and it gets people angry when it happens time and time again!
