Wouldn’t bother about kiting in Singapore especially in September. Lived there for a couple of years and it’s soul destroying being a kiter or windsurfer. The port authorities have actually banned kiting in Singapore waters (control freaks
).
December to March is the North East Monsoon period where a hint of wind comes about but even then you would need to get over to the Indonesian Island of Bintan (short ferry trip away). Had some superb kiting at Trikora on Bintan also possible at Mana Mana.
