In SA (south Australia ) I approached our surf life saving association and offered traing for "kiteboard Boat Rescue" so..... If a clubi come out to help a kiter in trouble, the two volunteers know how to de-power a kite and safly deflate the kite into a boat.

We did two methods.
1- were the kiter is ok and has run out of wind or has had gear failer
2- the kiter in critacly injured.

I modeled my approach from the IKO method. Not only were the Life Savers very appreciative about a Kiteboard School offering free training to clubs, but now they are very supportive of kiteboarding in SA. nothing better that a clubi on a jetski waving at you. I have even had a clubi catch my kite for me.
