Get her a small 2 line kite now, either one with a frame (sport kite/stunt kite) or a small parafoil style kite. There are many options in small parafoils, just make sure it is small so that when its windy its not going to drag her or scare her and put her off kite flying.
I started flying kites with Goshen when he was approx 14yo and with Peace when he was approx 7-8yo, they both loved it, obviously!

I reckon from age around 10'ish is fine to teach a well co-ordinated youngster who is a good swimmer, to kitesurf or power kite on land.
They need to be demonstrating that they are aware of the consequences of their actions, showing they have some foresight developing, and obviously you watch them like a hawk while they are hooked up to a kite.
I doubt that there are many things that are as much fun that you can share with your daughter and it would be a great thing for her to get into and share with you as she grows up. Think of all the nice wholesome kitesurfer blokes she could meet?
