If a seabreeze is the land heating up, air rising and pulling the air off the ocean as it go's..
How come the wind is blowing offshore all the time at the moment evan though its hot in Perth atm???

The seabreeze effect isn't the only thing that causes wind. Wind associated with larger weather systems can and often do override any seabreeze effect.
