Fast, slow leak?
I guess it depends on how you have tried to repair it, if you have used glue or patches on a large hole then you can end up with leaks if you have not had a good technique.
Welding with a bag sealer is only possible on areas that have not been repaired with glue or patches.
You should be able to get a 2003 Fuel bladder from any shop that sells or services Slingshot kites, like Kitepower, drop me a line if you cannot get one.
