hypothetically speaking... if I was tired of my current cold winter with no wind and c@ckteasing forecasts... tired of my prick boss... and the screwed up traffic jams... Over-regulated regulations... built up tiny living spaces...
and (hypothetically of course) considered to move to Perth... which suburbs are worth considering?
(It is winter - if you have time, please give me a few hints and why)
Factors I would like to hear about are:
1) Proximity to kite launching spots (Not necessarily the first)
2) General neibourhood feel
3) General property cost
4) General property size
5) Fun factor (Cafe's, schools, trendy, retired, etc)
... of course, I would never... make a big change ... stand on the bosses desk and “pour water (edited)” over his laptop and tell him to stick is crappy pay-rise and promotion promises… stop staring at marginal wind forecasts… have a bbq where more than 5 friends can fit… drive less stressed…? never do that? Hypothetically of course!

I had a work posting to Perth a few summers ago and spent 3 months holed up at an apartment overlooking Scarborough Beach. Back then I was mainly windsurfing but the kiters and sailboarders seemed to be happy sailing together just south of the surf club. It's a great spot but a bit dodgy for car break-ins, not that I had a problem.

I don't know if it's really the best, and I can't remember what rent I was paying, but I used to live in Como and that did the trick for me nicely. Pretty nice neighbourhood, the Como pub is alright, you've got South Perth cafes and restaurants just up the road, and the best bit was the central location. I was right near the intersection of the Canning Higway and the Kwinana Freeway (no traffic noise though), it was about 20 minutes to Freo or 30/40 minutes to either Ocean Reef or Safety Bay. Once even launched over the road from my place and kited across the Swan to Pelican Point (dodgy launch spot though, close to the freeway). Depends if you want to live at any particular beach or not.
If you like flatwater riding, really trendy nightspots, crime and high property prices, living at Freo would have you nice and handy to Woodmans point. Mount Hawthorn area is handy to Northbridge nightspots, the freeway and Scarborough, used to be reasonable property prices. You can buy pretty much any comparison item on Scarborough road, that's handy.
Yeah that'll do for two bob's worth. I reckon I'll also move to Perth again one day, am also wondering where to stay when I do.

Definately looking to be beachside... and then whether north or south is a big wonder
Of course convincing the boss of this hypothisis and why it is good without referring too much to wind willbe the next challenge! Coming to investigate in September...
