i am not the best to give you advice, but i can tell you where to go.
You can go to the river at pelican point, it is really shallow and quite busy, but not in winter.
At the ocean, you have Dutchin, south of Cottesloe beatch, but it is cool if you are intermediate and not beginner: swell, reef...
The best to begin at the ocean is Pinnaroo point, north of Hillary`s.
Woodman`s point is really nice as well, after Freo, but quite far.
