Palm Beach Pittwater is possible but only in a straight NW wind. Even then it's dangerous at best and downwind you have fences, cars and trees, amongst other obstacles. There have been numerous kiting accidents there, some serious. Not advised. Straight westerlie is not something you should even consider.
Best spot for dead westerlies is either Picnic Point near The Entrance or Squids at Belmont. But be advised both spots also have significant obstacles onshore.
Westerlies around Sydney are inherently unpredictable, gusty and potentially dangerous.
