i kite frankston a fair bit, however its terrible when the wind gets up alot as the chop makes it almost impossible to get on the board. if you get a SW the water is semi flat as there is land about 2km upwind, so the waves dont get a chance. this is only flat for about 300-500m out then the land isnt sheltering and the chop begins.
as a beginner (still learning) i find that the trip to Rye in any wind with North is well worth the drive as the flat water makes getting up and going much much easier! then u can worry about what to do once up and moving, instead of face planting after 5m as u hit a wave or somthin like at FRA.
if you wanna stick to the frankston area, up along the long beach is good too, but mind the chop.
