They can safely say **** you and know they will win.
At a beach where there is a designated kite zone, families will not even look at the sign and set up there. They usually won't want to move and they will let their kids play in the water there.
Its likely after a few families have set up that the lifeguards will not move them.
We had an occasion where all the families set up in the kite zone and none were using the much larger but 50m extra walk swim section of the beach and the lifeguards gave the kiters permission to use the swim section.
Families and kids are no danger to anyone. They don't have to learn about kiting or avoid standing directly downwind of you when you're launching - in fact they seem to think that's the best place to stand.
Kites and kiters are potentially or actually dangerous. Families and kids are no danger to anyone. That's why they will always win.
