Put your kite down low so others can pass you when you're standing around trying to figure out which side of the bar turns left and which side turns right

How do we lower our kite if we don't know which one goes left and which one goes right?

Surely a noob wiv his kite at 12 is far safer than anywhere else. Kite low to one side may well end up taking a lot of beach space up and stopping others from moving around ?

Pull on either side and the kite will fly low...

And I agree. It's far easier to fly around a low flying kite than a high flying one when you're passing upwind of him/her as you'd be able to generate more power to stay upwind and maintain some space.

And I don't think it's safe at 12 for a beginner - far easier to get lofted rather than get pulled sideways in the event of an unlikely freak gust.

Nope, quite the opposite. With kite at 12 it only takes a small lull or shift for it to fall out of the sky and then suddenly power up when it gets to the bottom of the window where it may be facing in any ole direction as it fell with slack lines. With kite low at the edge of the window it may drop back a bit but the lines will not go slack so you never lose control of it. Others can pass over /upwind of you more easily too.

eeeZeee's request, though it could have been worded a bit more diplomatically, is not only reasonable from an etiquette perspective, it is safer for you and for Joe Public too.
