First of all hello everyone, I have just started kitting been out about 10-15 times now but my kite is **** had a good deal so I bought it, (X-Wind 2008 10M Monsoon) I have been looking at a Peter Lynn charger any thoughts on the foils, I like the idea of not pumping it up and looks easy and safe to self launch them. I am looking for something that I will not have to upgrade for a while but I haven't seen many video's on PL kites and they look to not have much lift or hang time is this correct or is it just the people riding em dont know how to do it.

But I do have my heart set on a foil but should anyone tell me why I never see em out on the water.

You do see them on the water every now and then but relaunching something from the water that has no structure sounds like a pain in the balls to me. Pretty good in light wind though I think. Mind you, I have no first hand experience with foils.

If you set your heart on foil go ahead and get one, just not PL, the ONLY reason people buy them is the PRICE and price alone.
Unfortunately as the say goes, you pay peanuts you get monkeys.
Your remarks are correct these kites have little lift, even less hangtime and shocking bottom end.
If you want to have a foil that will last a few years and that you wont have to upgrade have a look at latest Flysurfer kites, they appear to be expensive but in the long run they must be the cheapest kites on the market plus you will not waste years of your life flying crap, but if the initial price is more important for you PL is perfect choice.
You dont see many foils here for the same reason you see massive numbers of Cabrinhas.

Well I got all new equipment today and im feeling like I def. made the right choice I got a Cabrinha Nomand 2010 and a Best board, I love it for the first time I was up and riding for the first time after my lessons I cant believe how much a good board makes a difference I think that was my problem from the start
