some quick answers to get the ball rolling....

Anywhere along the stretch of beach you mentioned would be fine - there are usually small groups set up just north of Grange (Terminus Street), at the Chicken Shop (West Lake Shores) and at Fort Glanville (Bower Road).

If there is a sea breeze locally then the best conditions will generally be between the Chicken Shop and Fort Glanville.

My personal preference is a downwinder between Grange and Fort Glanville - ride the waves, play in the channel, jump, go fast and never go upwind.

Re the SAKSA designated areas, insurance is only part of the story - the permit that allows SAKSA members to fly in these areas also has conditions relating to code of conduct and self-regulation. I recall something about recognition of other memberships but someone from SAKSA will need to clarify.

BTW Sunday's forcast is looking schweeet.

The Mid coast (Port Willie etc) has good kiting in the right conditions but Sunday is forecast SE which will be offshore there. The wind turns in and strengthens with the seabreeze effect down on the Metro beaches but normally stays SE on the Mid coast. You best bet for Sunday will be down at Middleton or Goolwa for surf or Milang or Kent reserve for flat water. Or drive to the Metro beaches in the afternoon.

To answer your questions:
1) not in Milang itself any more, since the water level increased by 1.7m since 12months ago, but - see this post:

(by the way, the photos in the above post are old, probably taken in Feb 2009, all that sandy area is now under water)

2) there is a caravan park right in front of the set up area

But you should also check the latest forecast tomorrow before you go for a drive to Milang - below is the current forecast for Sunday and on this one the wind at Milang looks marginal at best:
